I think this is the paper that Ellen just mentioned that described the conference on clean slate design featuring a wide variety of thinkers, including Helen Nissenbaum.

One sentence jumped out at me: "This workshop [in July 2005] focused on initiating a productive dialog between experts from the network security and network architecture communities." It feels to me that this dialog has not continued very far - any thoughts on why not? What can we do in 2009 to make sure it flourishes?
There have been recent attempts made to design a network with security first in the DARPA IAMANET program. For an example see the paper on Zodiac in the October IEEE Communications, of which Steve Bellovin is one of the authors.
