I think that I like this proposal, because I think that it allows work on the various services and qualities that are lumped together as "security" to be addressed without imposing requirements on all uses of the network. I hope that I'm not wrong.
Yes, I was hoping to build a framework broad enough to cover all uses. In particular, there are very widely varying requirements for security. A public PC at an internet cafe may not have the same requirements for information security as a PC attached to a highly secure financial or military network. I'm trying to capture all of these usage scenarios.
