At the risk of being too talkative here ... I came across this report just now: http://www.fcc.gov/stage/pdf/Berkman_Center_Broadband_Study_13Oct09.pdf. While it does not address the bottom 3B, it is indicative of the kinds of comparative studies that are out there. When I get a few moments of time, I will gather papers/reports that are more relevant to our focus.

Sorry for the long "comment." At the summit I mentioned a project in India that I had heard about. A large agriculture company called ITC deployed thousands of Internet kiosks in villages with a web application. This web app informs farmers about crop prices so that the farmers aren't stuck selling at below market prices in local markets. What I can't figure out is the extent to which this solution is a stovepipe -- in other words, could farmers use a competing service from a different ag. company on the ITC kiosk? Perhaps the prospect of competing stovepipes is an argument for a different approach than the status quo. Also interesting is that they have to resort to satellite connectivity for some villages.
